If your Apps require a more recent version of iOS/iPadOS than is currently installed on your iPad, assuming that your iPad is capable, you will need to update your iPad.
Whether or not you are able to updateanyiPad to a newer version of iOS/iPadOS will be dictated by the iPad model - and the currently installed version of iOS. You can find this information here:
Settings > General > About

You need to update your device OS. You can do this by going to Settings > General > Software Update. If an update to iOS 15 or higher is available, then choose to update. If you do not see an update available, you will likely need a newer device.

Everyone coming to this posting later, asking for help, please look at and read Lotus Pikot’s response on page 1 of this post.
Make sure your iPad has no VPN running. If it does, temporarily, disable it.
Make sure your iPad is not running any test, Beta iOS/iPadOS software. If it is you'll need to remove/uninstall it.
The official Apple released OS upgrade/update version/s will not be present or be able to be installed whilst Apple OS Beta software installations are currently active and running.
Your year and model iPad maybe far too old.
IF you have an iOS 12, iPadOS 15 or iPadOS 16 or later, compatible iPad, that iPad year and model may be waaaay too far behind in iOS/iPadOS upgrades/updates.
If you have access to a full computer, like a Mac or Windows PC, try either using the Finder on a Mac that has the newest macOS Catalina, or later macOS, installed OR with an older Mac with an older Mac OS, download and install the latest iTunes version ( or latest iTunes for Windows PC ), make sure the Mac or Windows PC is connected to the Internet, connect your iPad by the USB charge cable to the computer and let the iTunes application upgrade/update that iPad model, using the iTunes Software Update feature, to its current, maximum OS of iOS 12.5.7/iPadOS 15.7.5/iPadOS 16.5, depending on your year and model of iPad.
A 2013 iPad Air 1st gen, iPad Mini 2nd gen and 2014 iPad Mini 3 can ONLY be updated to iOS 12.5.7.
A 2014 iPad Air 2 and a 2015 iPad Mini 4 can ONLY be upgraded to iPadOS 15.8
iPad models from 2015 can be upgraded to the latest iPadOS 16.7.2.
Any iPad from 2017 and later/newer can be upgraded to the latest version of iPadOS 17, except the 2017 5th gen base model iPad, which CAN ONLY be upgraded/updated to the latest iPadOS 16.7.
Make sure your iPad is, at least, charged to 50% or greater to attempt this.
Also, make sure your iPad has, at least, between 6-8 GBs of free internal data storage space for downloading and installing a major iOS/iPadOS upgrade.
Make sure your desktop/laptop computer has plenty of internal drive data storage space, also.
Also, make sure to do a backup of your iPad's data, prior to upgrading/updating.
Backup to Apple iCloud and/or a full Mac or Windows PC using the same iTunes app OR, if a newer Mac running macOS Catalina, or later, making a backup using the macOS Finder app.

If NO access to a Mac or Windows computer, you will have to seek help from a good friend or family member, with a full Mac or Windows PC, to help you out
OR
Search online to locate and call contact your nearest, “local” Apple Store location to try/attempt to make an appointment to get your Apple iPad upgraded/updated to its latest iPadOS 15 version.
OR, alternatively, use the “Support” link, at the upper right hand corner of every Apple Support Community Webpage to attempt to schedule an appointment with your nearest Apple Store location.
Apple Store employees will be glad to help/assist you.

In general, the apps requiring newer versions of iOS are making a trade-off with newer features and newer capabilities rather than extending the existing and more limited support for older iOS versions. This usually because older versions are a decreasing share of their users, older devices are more (or much more) limited, among other technical, testing, and financial considerations.
Picking an older iPhone, the iPhone 7, as an example of “why?”:
The iPhone 7 has low performance, and is lacking the necessary hardware features for newer iOS versions.
iPhone 7 with A10 (2016-era two performance two efficiency cores (2P2E) with 2 GB memory) with ~757 / ~967 performance ratings versus, say, the iPhone XS and iPhone XR with A12 (2P4E with 4 GB) with ~1300 / ~2234.
In comparative terms, iPhone 7 has half the memory and half the single-core performance of the oldest iPhone models supported with iOS 17. Newer iPhone models are yet more capable.
The choice here for app developers being the extra effort involved for maintaining an older design or hobbling app performance or using more limited features and or quite possibly a combination of these factors, or dropping the older devices and fully using the features and capabilities of the newer processors available in the newer iPhones.
Supporting and testing and providing work-arounds for older devices is not without associated cost too including people grumbling about lower performance, and grumbling that those older devices just aren’t going to get the iOS and app features requiring newer hardware.
If the iPhone is working, but the app you want or need requires iOS 15, then you will need an iPhone capable of iOS 15.
For an app requiring iOS 15, you will need an iPhone 7, iPhone 7 Plus, or newer. Or the app developer will have to retrofit and revert their support for older iOS.
